Calm Before the Storm

It has been a weird week so far in the halls of the U.S. Capitol on health care reform legislation. It is sort of like covering a hurricane. Everyone knows a big battle is on the way, but the winds haven't started to pick up yet.

The big question remains, "How will you vote on health care" as undecided Democrats are being targeted for phone calls by both sides and by news organizations looking for an answer.

"At the moment, I'm waiting to see the bill that's going to be presented to us," said Rep. Suzanne Kosmas (D-FL), one of the three dozen or so Democrats who are regarded as undecided right now.

Kosmas will have a rough re-election bid, no matter what happens with health reform. She was on the target list for Republicans the day after she won her seat in November 2008.

She voted against the House health bill last year, but said she was open to the Senate version.

"It must show fiscal responsibility. It needs to rein in the costs of health care," Kosmas said yesterday.

Like many other Democrats, Kosmas seems ready to stay officially undecided until the details emerge of the budget reconciliation bill that would be used to "fix" provisions in the Senate's health bill.

Democrats had hoped to unveil that language this week, but it still isn't finished - and if it's not wrapped up in coming days, that would make it all but impossible for the House to vote on the Senate health bill by the White House deadline of March 18.

House Democrats meet today to review some of the deal making that's already finished; the real threat continues to be from anti-abortion Democrats who have threatened to vote against the Senate bill.

Many of us in the Press Gallery figure the House will roll into the last weekend of the month, with a House vote just before a two-week break for Easter.

That scenario would also mean a lot of actual work on the reconciliation bill might have to be delayed until after Easter, which could be politically poisonous for Democrats.

The old rule is that the longer you let a piece of legislation hang out, the more it can be dissected and picked apart.

What's next? We wait for the Democrats to produce a reconciliation bill and see if the rank-and-file get nervous along the way.

Today we are expecting to get an updated cost estimate of the original Senate health bill from the Congressional Budget Office. It supposedly won't be much different than back in December.
